Ludhiana, October 29, 2025: In another citizen centric initiative to herald a new era of effective, transparent and responsive governance, the Punjab Chief Minister Bhagwant Singh Mann and National Convener of AAP Arvind Kejriwal on Wednesday launched revolutionary faceless RTO Services to facilitate the masses.

At the very offset the Chief Minister imposed a lock on the office of the RTO as a mark of symbolism to close the office and end an era of corruption prevalent in them.

Interacting with the media, the National Convener of AAP said that post independence period the people of the state had become slaves of the bureaucracy and their corrupt deeds. However, he said that today the state has been freed from it adding that now the people will get their driving license, RC and others by a single call on 1076. Arvind Kejriwal said that today people are getting freedom from corruption, inconvenience and middlemen to get their work done adding that this is happening for the first time not only in the country but also in the world too.

The National Convener of AAP said that today marks a historic day for the people of Punjab as for the first time, Faceless RTO Services are being launched in the state. He said that this initiative can truly be called a Digital Revolution in the Transport Department as people will now get the services at their doorsteps. Arvind Kejriwal said that a total of 56 major services related to driving licenses and vehicle registration certificates have now been made completely faceless.

The National Convener of AAP said that these services can be accessed through Seva Kendras or by calling the 1076 helpline. Previously, he said that citizens had to visit cyber cafés or apply online themselves to obtain a driving license or vehicle registration certificate. Arvind Kejriwal said that after applying, they were required to visit RTO offices multiple times for tasks like document verification, which caused considerable inconvenience, especially for people living in remote areas, the elderly, and persons with disabilities.

The National Convener of AAP said that this not only wasted time and energy of the people but also added financial burden. He further said that now, citizens will no longer have to visit RTO offices as these services will be provided through Seva Kendras established across Punjab, and staff at these centers has been properly trained. Additionally, Arvind Kejriwal said that all services can be conveniently accessed from home by calling the helpline number 1076.

Meanwhile, in his address the Chief Minister said that people faced a lot of inconvenience in the RTO offices and this day marks the end of this thereby immensely benefitting the common man. He said that with this initiative lock has been imposed on inconvenience and corruption caused to the common man adding that this is in consonance with the zero tolerance policy against corruption of the state government. Bhagwant Singh Mann said that earlier the people have been immensely benefited by the Revenue reforms which has empowered the people in a big way.

The Chief Minister categorically said that none of the employees will be shunted out and their services will be duly utilized by the state government in other departments as per their eligibility. He said that contrary to the past when ribbons were cut to harass the people now the state government is locking the offices to facilitate them in a big way. Bhagwant Singh Mann said that the state government has so far closed 19 toll plazas in Punjab to ensure that the unnecessary plundering of people is checked.     

The Chief Minister said that Punjab has today become the first state in the country to close the RTO offices by providing facilities to people in a smooth and hassle free manner. He urged the masses to take the benefits of this major pro-people initiative of the state government adding that in coming days more such digital and people-friendly decisions will be taken. Bhagwant Singh Mann said that during the financial year 2024–25, the Transport Department processed a total of 29,23,390 applications, of which 19,63,209 were related to vehicle registration certificates and 9,60,181 were linked to driving license services.

The Chief Minister said that to efficiently handle such a large volume of applications, a new citizen-friendly model was necessary adding that to ensure the smooth implementation of the new system, help desks have been set up at RTO offices for the first 15 days. He said that these desks will guide citizens about required documents and procedures under the new model adding that with the introduction of this system, RTO offices can now focus more effectively on their core responsibilities and the overall improvement of departmental operations. Bhagwant Singh Mann said that the state government is committed to take every step to facilitate the people by providing smooth, hassle free and transparent governance.
