New Delhi/Jalandhar, January 16, 2014: The Central Bureau of Investigation has registered five cases  against certain officials of Delhi Jal Board & a private firm based at Delhi on the allegations of fraudulently cheating the Govt. to the tune of crores of rupees by supplying spurious, cheap items of motor pump, gear boxes,  machinery and spare parts used in sewage treatment plants (STP) at exorbitant rates by showing the said firm of Delhi as authorized dealer of a manufacturing firm of Mumbai, on the basis of forged & fake documents.

The First case has been registered U/s 120-B IPC r/w 420, 465, 468, 471 IPC & Section 13(2) r/w 13(1)(d) of P.C. Act, 1988 against then three Executive Engineers ( E&M), all working in the office of Executive Engineer, SDW-IV, Delhi Jal Board, Kondli, STP, Delhi & a Proprietor of Delhi based private firm; the Second case  U/s 120-B IPC r/w 420, 465, 468, 471 IPC & Section 13(2) r/w 13(1)(d) of P.C. Act, 1988 against then Executive Engineer (E&M) & three then Junior Engineers(E&M), all working in the office of Executive Engineer (SDW-VII), Delhi Jal Board, at Coronation Pillar, Delhi & a Delhi based private firm; the Third case U/s 120-B IPC r/w 420, 465, 468, 471 IPC & Section 13(2) r/w 13(1)(d) of P.C. Act, 1988 against  two then Executive Engineers(E&M) & two then Junior Engineers, all working in the office of Executive Engineer (SDW-V), Maharani Bagh, Delhi; the Fourth case U/s 120-B IPC r/w 420, 465, 468, 471 IPC & Section 13(2) r/w 13(1)(d) of P.C. Act, 1988 against then two Executive Engineers(E&M), all working in the office of Executive Engineer(SDW-III), Wazirabad, Delhi & a Delhi based private firm and the Fifth case U/s 120-B IPC r/w 420, 465, 468, 471 IPC & Section 13(2) r/w 13(1)(d) of P.C. Act, 1988 against then Executive Engineer & the then Junior Engineer, both working in the office of Executive Engineer (SDW-VI), Keshopur, Delhi & a Delhi based private firm.

Delhi Jal Board (DJB) in addition to supply of drinking water also deals with sewage management work in Delhi. These cases have been registered against the said accused persons on the allegations in the matter of purchase, installation, execution & proper functioning of motor pump, gear boxes,  machinery and spare parts of ‘Essenpro’ make originally manufactured by a private firm based at Andheri (East), Mumbai. But, these items were purchased from a private firm based at Kirti Nagar, Delhi at exorbitant rates on the basis of false and  forged letter of authorization. The accused officials of the Delhi Jal Board had issued various work orders to Delhi based firm by showing it as the authorized dealer of Mumbai based private firm for supply of “Essenpro” brand spare parts. It is further alleged that  certain letters were also issued to the Regional office of Mumbai based firm(Manufacturer) at Netaji Subhash Place, District Centre, Pitampura, Delhi  for deputing technical representatives to examine & suggest for improvement of machines / pumps installed in Sewage Disposal Works quoting lowest rates whereas actual office of Manufacturer is situated at Mumbai.  The accused officials in collusions with private firm allegedly prepared letters purportedly signed by the then Regional Manager of Mumbai based firm stating that  that “Essenpro” items are proprietary items and that the work will be executed by sole authorized dealer based at Delhi. Thereafter, the Proprietor of Delhi based private firm allegedly sent letters to the concerned  Executive Engineers of all the five Sub Divisions namely  SDWs III to VII, DJB claiming himself to be the sole authorized dealer for spares, renovation & servicing of “Essenpro” make gear boxes along with receipt of authorization.

The said firm of Delhi had supplied materials showing as “Essenpro” make items worth Rs.54.55 lakh(approx); Rs.91.18 lakh(approx); Rs. 95.92 lakh(approx); Rs.2.78 crore(approx) and Rs.69.56 lakh(approx) to Sub Divisions-III, IV, V, VI and VII of Delhi Jal Board respectively and payment made accordingly.

Searches were conducted today at 21 places located  at Delhi, Noida and Ghaziabad in the office and residential premises of the accused officials and recovered incriminating documents.
