A meeting to look into the demand of Ambedkar Student’s Association regarding hostel seats for SC/ST students as per reservation and additional seats out of grant given by AICTE and/or UGC from time to time specifically for the purpose of SC/ST students was conducted today, according to a press release issued by Panjab University today.

Chandigarh September 12, 2022: A meeting to look into the demand of Ambedkar Student’s Association regarding hostel seats for SC/ST students as per reservation and additional seats out of grant given by AICTE and/or UGC from time to time specifically for the purpose of SC/ST students was conducted today, according to a press release issued by Panjab University today.  The members of the Committee discussed the issue and gone through the documents/ information’s shared/ collected on the above cited subject/ issue.
1.      The members of the committee were apprised that Rs. 2 Crore grant was sanctioned by AICTE for SC/ST hostels of around 120 students. The scheme aims was to support Government / Government-aided engineering colleges for construction of girls / boys hostels for providing residential accommodation for students / researchers belonging to SC/ST category. Grant of Rs. 2 crores were sanctioned  to Panjab University as a Grant-in-aid for constructing the hostel with a capacity of 120 students.
2.      The grant was released in phased manner during 2013-16by All India Council of Technical Education (AICTE)to the Panjab University, Chandigarh to promote technical education and empowering with skill knowledge specifically for SC/ST students to Skill Development Centre of Panjab University, Chandigarh.
3.     R.K. Rai, XEN informed that actual cost of construction of the hostel(GH10; Neerja Bhanot Hall) was around Rs. 15Crwith a capacity of 168 rooms. Therefore, around 24 rooms were constructed as per approximate calculation with this 2CroresGrant-in-aid.
4.      Prof. Jagtar Singh, Dean Student Welfare apprised the members that 22.5% (SC =15%, ST=7.5%) of seats/rooms have been allocated and maintained for SC/ST students against available total hostel seats/room in Panjab University. Even from last few years, students have been given more than this allocation as per the need of reserved category of students.
Based on the above facts and discussion, the members of the committee unanimously recommend to resolve that:
a)      Additional extra hostel rooms (24 in total) over and above to the existing 22.5%, be allocated to SC/ST Students of AICTE approved technical course such as UIET, UICET, UIPS, UIHTM etc.
b)      The rational distribution of these 24 rooms be as follows:

*12 Rooms to be allocated to SC/ST (Boys)

*12 Rooms to be allocated to SC/ST ( Girls)

*Each room would be allocated on sharing basis as per norms of the University
c)      However, DSW & DSW (W) would be authorized to allocate these rooms interchangeable among boys and girls on need basis as per above distribution, as and when required in future.
d)      Members further resolve that separate letter be sent in a time bound manner to XEN Office,      G &P Section etc. to get the complete information with supporting documents related to UGC grants released for this purpose to calculate and assess the exact number of seats for SC/ST students (if any) as claimed by students.
