Chandigarh, November 5, 2015: State’s Public Universities will give a big thrust to Skill Development initiatives this year by setting up skill development centers to improve the employability of the youth of the State. The physical and financial progress of all the Skill Development Programmes was reviewed in detail in the Steering Committee meeting of Punjab Skill Development Mission held under the chairmanship of Mr.Sarvesh Kaushal, Chief Secretary Punjab. This Mission has been set up in the State to provide for a single point within the Government to formulate and steer various skill development schemes and to bring necessary synergy, oversight and effective coordination in the implementation of various skill development schemes across the Departments. While reviewing the construction status of multi-skill development centers of Ludhiana, Amritsar, Jalandhar, Bathinda, Hoshiarpur being set up with a cost of Rs. 28.29 crores, Chief Engineer PWD was asked to get the construction work completed by March 2016. The hostels for boys & girls will also be constructed in these centers with an estimated cost of Rs. 26.91 crores. Additional Chief Secretary PWD was asked to visit all the MSDCs to assess the on ground progress of the centers. Chief Secretary stated that he will write to all the leading banks and leading Corporates to fund these initiatives under Corporate Social Responsibility.
Secretary Technical Education, Mr. R K Verma presented the initiatives being taken by State Universities in Skill Development. CS was informed that Department of Medical Education has already started skill development courses in the campus of Baba Farid University of Health Sciences, Faridkot and courses will be started in Government medical colleges of the State by March 2016. CS asked IKG Punjab Technical University Kapurthala, Maharaja Ranjit Singh State Technical University Bathinda and other State Universities to conceptualize the skill development programmes, finalize the modalities and submit their final reports in 1 month. CS also asked Skill Development Mission to finalize the training partner by December 2015 so that there is no delay in launching the courses in 3 medical colleges.
For skill development center in construction sector, it was informed that the Department of Labour has finalized the courses and sites/building plans for setting up four centers in SAS Nagar, Ludhiana, Amritsar and Jalandhar. CS asked Skill Development Mission to meticulously review the progress of the construction of these centers and also finalize the training partner in next 2 months. Further the physical progress, financial progress, course affiliations, course start dates of skill development centers of Automobile Sector being set up at Kapurthala and Malerkotla and of Agriculture sector being set up by Punjab Agriculture University and GADVASU were reviewed in detail. Secretary Technical Education was asked to have meeting with VCs of PAU and GADVASU to finalize the concept note and project report so that courses can be launched in Agriculture and Animal Husbandry sectors by March 2016.
Highlighting the investment being envisaged in State in Food Processing sector, the officials of Punjab Skill Development Mission were asked to finalize the modalities to start the Food Processing related courses at PAU in collaboration with Punjab Agro Industries and Markfed. Further under recognition of prior learning scheme of construction workers it was decided to start the courses at 30 sites by 1.1.2016. To ensure that trainees are being trained effectively as per course requirement, it was decided to make biometric attendance mandatory for trainees and trainers.
The meeting was attended by Mr. Viswajit Khanna, Financial Commissioner Labour, Mr. M P Singh, Principal Secretary Technical Education, Mr. R K Verma, Secretary Technical Education, Mr. Jaspal Singh, Secretary Expenditure, Mr. Raj Kamal Choudhary, Secretary Information Technology and other officials from concerned departments.
