SPV notified for implementing Shimla smart city proposal

Shimla, August 17, 2017: State Government has notified a Special Purpose Vehicle(SPV) named as Shimla Smart City Limited for implementing Shimla smart city proposal under the Smart Cities Mission of Urban Development Government of India.
Divisional Commissioner Shimla will be chairman, while Mayor, Director UD, DC Shimla, Commissioner MC Shimla, two independent Directors, Chief Engineer PWD/IPH, Shri Rajiv Sharma, Under Secretary (IFD)Ministry of UD, Govt of India as nominee, one part time Director from Finance department, one part time Director from Urban Development department and Managing Director-cum-Chief Executive Officer will be the members of Board of Directors.
City Advisory Forum to SPV will also include Member of Parliament, concerned MLA, presidents of Veopar Mandals, travel agencies, street vendors associations, resident welfare associations, taxi unions besides officers of different departments, boards and corporations.
A spokesman of state government said here today that SPV would approve the projects including their technical appraisal and execute the smart city proposal with complete operational freedom. It will mobilize resources within time limits and take measures necessary for mobilization of resources, also ensure timely completion of projects according to set time lines.
The SPV will undertake review of activities of the mission including budget implementation of projects, monitor quality control related matters, incorporate joint ventures and subsidiaries. It will determine and collect user charges as authorised by MC Shimla.
The BoDs may co-opt representatives of any department which are involved in planning or execution of various projects under smart city project.
