Punjab Police neutralised trans-borders heroin smuggling racket with arrest of 8 persons

Fazilka, March 9, 2015: Punjab Police (District Fazilka) has neutralised a trans-borders heroin smuggling racket with the arrest of 8 persons and seizure of 2 kg heroin, 2 Pakistani Sims (Mobilink), 1 Pakistani mobile phone, 24 gold biscuits (333 gms), 2 small arms and black colour tata safari SUV No.PB-09-0050 in furtherance of case FIR No.35, dated March 5, 2015, P.S.Sadar Jalalabad.

According to an official information, the Mastermind of this racket is Gurdev Singh of Bhulath, who is Ex-Chairman Market Committee, Dhilwan and a close associate of Sukhpal Singh Khaira, Ex-MLA Bhulath. Gurdev Singh @ Chairman is friend’s with one Manjit Singh, who has spent 6 years in U.K. before being deported in 2005 to India. The said Manjit Singh, U.K. had worked with Major Singh (r/o Bajwa kalan, Shahkot) in U.K and knew that Major Singh had links with Pak based drug lords. He introduced Major Singh to Gurdev Singh @ Chairman. Major Singh told Gurdev Singh @ Chairman that he knew a Pak based drug lord imtiaz Ali @ kala, who could slip in contrabands through Jalalabad-Fazilka sector. Thereafter, Gurdev Singh @ Chairman started having direct communication with Major Singh of U.K and drug lord Imtiaz Ali @ Kala. As the availability of heroin had become scarce in Punjab due to persistent police action in Punjab during the middle of 2014, Gurdev Singh @ Chairman deemed it to be an opportune moment to harvest rich dividends from heroin smuggling by utilizing his contacts with Imtiaz Ali and Subash.   

Manjit Singh had remained lodged in Kapurthala jail in context of two cheating cases against him. Here he developed close association with Subhash of Guruharsahai, who was in the same jail in connection with an NDPS case against him. To execute his smuggling plans Gurdev Singh @ Chairman required a local contact in Jalalabad-Fazilka sector. Hence Manjit Singh introduced Gurdev Singh @ Chairman to Subhash, who also had a local residence in Jalalabad city. Subhash further introduced Gurdev singh @ chairman to Harbans ( Neighbor of Subhash)  and Gurdev chand (Cousin of Subhash).

Harbans owns agricultural land across the border fencing and his village Dhandi kadim is 1 Kms from International Border.

Preliminary investigation reveals that Harbans, Subhash and Gurdev Chand would retrieve the contraband  consignments from across the fence and deliver it to Gurdev Singh @ Chairman.

The first Consignment of 1 Kg Heroin was delivered to Gurdev Singh @ Chairman in October-2014 by Harbans Singh. 2 Pak mobile SIMs and a Mobile Phone was also delivered along with the contraband. This consignment was given by Gurdev Singh @ Chairman to associates of Major Singh, who were 3 Hindi speaking persons from Delhi. They came in a Skoda car and received the consignment near DIPS School in Jalandhar after paying 2 lakhs to Gurdev Singh @ Chairman. Major Singh also sent 47 thousand rupees through Western Union (Jalalabad) to Gurdev Singh @ Chairman for this purpose.

The second consignment of 2 Kgs Heroin was delivered to Gurdev Singh @ Chairman by Harbans Singh after 3 weeks near Village Amir Khas. Gurdev Singh @ Chairman gave this consignment to 2 punjabi speaking persons near Langar Hall, Jalandhar and received 2 lakh from them.

The third consignment was of 2 Kgs of Heroin in December. However, only 1 Kg  was delivered  to Gurdev Singh @ Chairman  by Harbans Singh near Makkar Hotel, Jalalabad. This 1 Kg was further given to Billa (r/o Dogra wala, Jalandhar) and  Gopi (r/o Boota wala, Jalandhar) by Gurdev Singh @ Chairman. Billa and Gopi took 1/2 Kg heroin each from Gurdev Singh@ Chairman's house and paid 3.5 lakh each to him. The rest 1 Kg was given by Harbans Singh to Nimma, Kali and Shanty (all residents of Jalalabad) for an amount of Rs. 10 lacs.

Fourth consignment of 2 Kg Heroin has been recovered by police from Gurdev Singh @ Chairman, Manjit Singh of U.K, Harbans Singh and Subhash.

Sonia Dancer, Anil @ Neelu (r/o Jalalabad City) were assigned the task of delivering the contraband consignment in Amritsar on instructions of Gurdev Singh @ Chairman. They confessed having made 7 trips to Amritsar in this context. The recipient used to be an associate of Gurdev Singh @ Chairman.

Gurdev Singh @ Chairman is a close associate of Sukhpal Singh Khaira and both have spoken telephonically to each other on 78 occasions in past 11 months. Sensing that police had become aware of his activities, Gurdev Singh @ Chairman switched off his  mobile (98144-00050) on 28.02.2015. However, he remained in touch with Sukhpal Singh Khaira through latter's P.S.O Joga Singh. Gurdev Singh @ Chairman has spoken to Sukhpal Singh Khaira 6 times (from 28.02.2015 to 04.03.2015) from his Driver's (Manjit Singh) Number (84276-05084) to Sukhpal Singh Khaira on his PSO Joga Singh's Mobile Number (94647-78839). Gurdev Singh @ Chairman's Sister who is in U.K has also contacted Sukhpal Singh Khaira several times in last few days.

During Investigation Gurdev Singh @ Chairman revealed that his sister assured him that Sukhpal Singh Khaira would help him in this matter. She gave him the mobile number of Sukhpal Singh Khaira's P.S.O Joga Singh and instructed him to speak to Sukhpal Singh Khaira on his PSO's Number only. Gurdev Singh @ Chairman disclosed that Sukhpal Singh Khaira had assured him to help him in resolving the matter and in furtherance thereof Sukhpal Singh Khaira pleaded for Gurdev Singh @ Chairman with DIG/Ferozepur Range and IGP/Bathinda Zone on 4th of March, 2015.

IGP/Bathinda Zone has constituted a Special Investigating Team (SIT) to supervise the investigation of the case and to find out the complicity of all concerned. It would also look in to its past activities before October, 2014, when he had started smuggling of drugs on large scale. The SIT is headed by DIG/Ferozepur Range and has SSP/Fazilka & SP/D/Fazilka as its members.

4. Subhash r/o Hissan wala sub div. Guru Har sahai District        Ferozepur

5. Harbans Singh vill. Dhandi kadim Sub. Div. jalalabad District Fazilka.

6. Sonia Dancer r/o Kapurthala City.

7. Sandeep @ Shanty r/o Mahalla rathoda Jalalabad City.

8. Nirmal Singh @ Nimma r/o near udham Singh Chowk jalalabad City

2. 24 Gold Biscuits ( weight 333 Gms)

3. 1 Country Made Pistol 315 Bore with two Cartridges.

4. 1 Revolver 32 bore with 25 Cartridges.

5. 2 Pakistani SIM Cards of Pak Company Mobilink with 01 Mobile handset.

6. 01 Tata Safari SUV vehicle No. PB-09-J-0050, registered in the  name of Gurdev singh @ chairman
