Punjab Government policy on CLU

Chandigarh, August 6, 2014: At the initiative of Deputy Chief Minister Sukhbir Singh Badal, the Department of Industries had under the then Industries Minister Manoranjan Kalia, formulated an Industrial Policy in 2009.
Disclosing this here today a spokesman of the government said that according to the policy, in view of the global meltdown, recession and financial crunch in the economy and in order to give boost to industrial growth and to generate more employment, it was decided that no CLU charges shall be levied on industries  in the state of Punjab. By subsequent notifications, hospitals and hotels were also declared as the ‘industry’ and therefore eligible for zero CLU charges.

"The Deputy CM was desirous that the policy should be implemented uniformly and directed that this should be done immediately", the spokesman said adding officers from the Local Bodies department were also present in the meeting.
Explaining the issue, the release said there was a feeling that the working of hospitals and hotels was on the pattern of industry and they should be treated as such. This fact, the release said that the initiative of Deputy CM then industries minister Manoranjan Kalia brought out industrial policy exempting industry from CLU charges to give it a boost in a time of financial crunch and economic recession. The spokesman said following this hospitals and hotels were also declared as ‘industry’ and therefore eligible for zero CLU charges.

He further said that the Department of Housing and Urban Development had already implemented this policy decision of the government vide its notification no. 17/17/01-5HG2/1638 dated 18th  June 2009 in the area falling under its jurisdiction. On the same analogy and in pursuance of the same policy decision, the Department of Local Government would also charge zero CLU fee for hospitals, hotels and industries in the municipal areas of State of Punjab. This would ensure complete implementation of the state government policy already in existence and remove anomaly with regard to Change of Land Use (CLU) fee being charged for hospitals, hotels and industries falling under the jurisdiction of Department of Local Government and areas falling under the Department of Housing and Urban Development in the state, he added.
