PSEB ENGINEERS CRITICISE delay in rationalisation of work load norms

Ludhiana, February 19, 2013: A meeting of the PSEB Engineers Association of Ludhiana region was held today and the Engineers of the PSPCL criticised the delay in rationalisation of work load norms and span control of engineers of PSPCL.
They lamented that the delay in revision of norms is affecting the supervisory control of engineers and performance of PSPCL thus affecting the consumer service adversely. The association has been highlighting this issue to the PSPCL management time and again but the management instead of solving the problem has taken strange decision to refer the issue to the state government even when the companies are fully competent to take any decision in this regard.
Laidback approach of the PSPCL management in executing the 1320 MW Mukerian Thermal Project under the state sector was also criticised as even one and half years after obtaining approval of state government, the management has virtually done nothing to take the project forward. The project is very critical to keep healthy balance between state and private generation to keep the cost of power low.
As the management continues to ignore work load norms of engineers, they are highly overloaded, fatigue and demoralised. The power body demanded that the organisational structure needs to strengthened keeping in view the modern business requirements of Right to Service Act, Standards of Performance, RTI etc. Inspite of the fact that a committee was constituted by PSPCL management for revising the workload norms, the management has referred the matter to Punjab Government, which is totally against the concept of Autonomy of Power Companies created under the Companies Act and violates all norms of administrative properiety is envisaged under the law. The engineers also criticised the large number of disciplinary cases initiated against the engineers on flimsy and trivial issues which is causing demoralisation and resentment in the cadre.
The region extended wholehearted support to the central executive of PSEB Engineers Association to force the management for complete review of overloaded work load norms of engineers.
