Ludhiana, October 28, 2015: Punjab Pradesh Beopar Mandal state secretary Mr Mohinder Aggarwal after his participation in the Stakeholder Consultation Workshop of North Zone held at New Delhi recently returned here today and said the mandal has raised objections on certain points and submitted a memorandum under signatures of the mandal president Mr Amrit Lal Jain. Mr Aggarwal had accompanied the DETC Ludhiana Mr J S Virk being the representatives from Punjab to attend the workshop organised by Government of India (GoI) on October 26.
Mr. Aggarwal told here today that the workshop held thorough discussions on the forthcoming GST regime in the country. The discussions were held on GST Refund Process, GST Payment Process, GST Returns etc. A question-answer session was also held on the occasion. The workshop among others was addressed by Mr Satish Chandra Member Secretary Empowered Committee, Mr Navin Kumar Chairman GSTN, Mr Najib Shah Chairman CBEC, Ms Rashmi Verma Special Secretary (Revenue), Mr Shashank Priya ADG DG (GST) CBEC, Mr Parkash Kumar CEO GSTN, Mr Vaibhav Galriya Commissioner Commercial Taxes Rajasthan and Mr Ravneet Khurana Deputy Commissioner (GST) CBEC.
He told that speakers apprised stakeholders that the proposed GST regime was existing in 132 countries and majority of them were following single system of taxation. However, a few nations were following dual system, taxation at both the Centre and the State. There is also a proposal for Inter-State Transactions ( IGST Mechanism.) “We have lodged an objection on the same stating that the proposal will ultimately lead to the third type of GST thus making the system complex”, said Mr Aggarwal. He added they had pointed out that IGST, if introduced, would be against the basic spirit of GST and perhaps this type of GST was nowhere in the world.
Mr Aggarwal said they were apprised during the workshop that there were around 65 lakh existing dealers who would be called as “suppliers” under the GST regime. Every supplier would be issued 15 digits Unique Identification Code. Registration of new suppliers would be done online only after receipt of all the required documents. Its process will be completed within next three working days subject to verification. 
Stakeholders were also apprised about Goods and Services Tax Network (GSTN), said Mr Aggarwal, adding this Network would be jointly set up by the Central and State Governments  and would provide shared IT infrastructure and services to the Central and State Governments, tax payers and other stakeholders. However, he said they (Punjab Pradesh Beopar Mandal) have sought a foolproof, error-free and speedy network otherwise it would add difficulties for all stakeholders. Some of the stakeholders also demanded the proposed services in the Hindi language too.
Further, Mr Aggarwal told that they had also expressed their fear that exporters currently have the option to avail duty free inputs but under GST regime, this option might not be available. As such, it may lead to serious blockage of funds for exporters. “We have pointed out in our memorandum that to get the refunds are likely to face same fate and music as happening in VAT refunds”, said Mr Aggarwal.
Mr Aggarwal said under the GST regime there would be appellate authorities, both at the Centre and the State. As such, it would make the situation complex for all the stakeholders. He told that they have sought that there should be common appellate authority, both at the Centre and the State, to redress grievances of stakeholders. “We have also raised objection for not including petroleum products, tobacco and electricity in GST”, he said adding it was probably being done under pressure of some states. Rather, if these products were included in GST then it would be better for both the Centre and the states, he said.
He told that some interesting facts come to their light at the workshop. These included that every supplier would have to reveal name of his taxation lawyer, which would be known as TRP (tax registered practitioner). E-signatures would be used at the time of filing of returns etc.
Lauding GoI for holding such workshops, Mr Aggarwal said such workshops should also be held at the state-level too. Stakeholders were apprised that the proposed draft for the GST regime had been got prepared after holding 20 meetings in the last two years. Still, suggestions for the same have been invited in the future too, said Aggarwal.
