No more purchase of new vehicles for officers in Punjab

Chandigarh, December 11, 2014: The Punjab government has issued detailed instructions for hiring private vehicles for all government offices, public sector undertakings, semi-government, tribunals, societies, commissions and local government/ Panchayat department offices/Institutions. Instructions have already been issued that no more new vehicles would be issued and government would hire vehicles for officers.
According to a notification issued in this regard, only those government departments and other undertakings would be eligible to hire vehicles, wherever the government vehicle has been sold after condemning it and the concerned officer has been left without any vehicle. The concerned department could hire equivalent vehicle from market with condition that no other vehicle has been purchased or got sanctioned against the condemned vehicle. No officer could retain more than one vehicle and in case of violation, he would be responsible to bear the cost of other vehicle from his pocket. Categories of vehicle to be hired along with maximum limit of rent etc. should be as per the instructions of Transport department.
The upper limit kms would be 2000 kms per month and in case of crossing the limit, the concerned officer would have to pay from its own pocket. Keeping in view the jurisdiction of some categories, the upper traveling limit has been enhanced for Deputy Commissioner (2500 Kms per month), ADCs/SDMs/Tehsildars (2200 Kms per month), IGP/Zonal, DIG/Range, SSP along with Secretary, Transport, Regional Transport Authority, DTO, Flying Squad In-charge Officer, Divisional Excise & Taxation Commissioners, Asstt. Excise & Taxation Commissioners, Enforcement Officer (not less than ETO level), ETO (Excise) posted in district, DSP/Sub-division (2350Kms per month).
It is also directed that the hired vehicles shouldn’t be old more than one year and should be hired through proper tendering as determined by the Punjab Finance Rules. The contract for hiring private vehicle with contractor initially would be for one year, which could be extended for two more years on annual basis. The contractor should be paid at the rate of minimum 2000 Kms per month on minimum guaranteed payment per month basis and the contractor himself pay to driver. The contractor would be paid minimum guaranteed payment per month as per the tender fixation and in case of exceeding the upper limit the contractor would be paid per Km on the excess Kms but it would be only in extraordinary circumstances and it would not be approved as a regular feature. The hired vehicle would be allowed four off days to undertake necessary service or repair and these would be preferably Saturdays/Sundays. The duty timing limit would be 12 hours a day.
