Chandigarh, April 1, 2016: Punjab Deputy Chief Minister, S.Sukhbir Singh Badal has made it absolutely clear that no laxity would be tolerated in the successful implementation of procurement process during the Rabi season.
Reviewing procurement of wheat and various people friendly state schemes with Deputy Commissioners and Senior Civil Officers here today, Deputy Chief Minister categorically said the DC’s should finalize tenders for procurement by 6th April and they would be fully empowered to take decisions for smooth procurement of wheat. He also instructed that daily reports concerning procurement, lifting and payments should be sent to his office.
Giving further instructions, S. Badal said it is his vision to see efficient procurement and mandis should not be space cramped. He directed that DC’s of all the districts should take every possible measure to ensure that there should be no labour problem.
Concerning Atta-Dal scheme, S. Badal made it be known that the DC’s should form vigilance committees at village and ward level in their districts by 7th April for smooth distribution of Atta & Dal to the beneficiaries. Divulging more, he said that DC’s should also formulate steps to get Atta-Dal lists verified in order to make sure that actual beneficiaries could get the benefits and such lists should be verified by vigilance committees. He made it clear that no Atta-Dal would be distributed except by village and ward level vigilance committees.
Coming on to health insurance cards scheme, he directed the officers to distribute Bhagat Puran Singh Bima Yojna cards at village level besides conducting awareness camps to guide the people. He also batted for the designing of a logo to be displayed at empanelled hospitals so as to enable people to easily identify them.
Disclosing more, he said this scheme would be launched at state level for farmers on 11th April while for traders it would commence on 12th April. He asked DC’s to make complete arrangements for roll out of these schemes and also certification from panchayats regarding distribution of cards.
On the issue of pensions, S. Badal said that there should be one simple form to be filled to avail pensions with provisions for self certification and authentication by Sarpanch and Panch. He elaborated that DC’s should leave no stone unturned to roll out sewa kendars with every facility by July this.
The Deputy Chief Minister divulged that corruption would not be tolerated in the matter of giving tubewell and domestic power connections to the farmers having less than 2.5 acres of land. Announcing a farmer friendly measure, he said there should be no cut in the MSP of wheat for farmers. Any anomaly regarding this would find the DC’s responsible.
He also directed to all DCs, ADCs, SDMs to make surprise visits in public dealing offices in the districts and sub divisions once in a week to check corruption particularly in hospitals, tehsils, schools, Powercom offices, urban bodies etc and send weekly reports to the Dy CM office.
To ensure proper supply of drinking water in the villages Deputy Chief Minister also asked the DC’s to get certification from Gram Panchayats about the present working conditions of water works and power supply. He also asked the water supply department to send a comprehensive report at state level about all water supply schemes.
On this occasion, Rural Development and Panchayats Minister Sikander Singh Maluka, Chief Parliamentary Secretaries Virsa Singh Valtoha and Harmeet Singh Sandhu, Chief Secretary Sarvesh Kaushal, Principal Secretary to CM SK Sandhu, Special Principal Secretary to CM Gaggandeep Singh Brar, Principal secretary to Deputy CM P.S. Aujla, Special Principal Secretary to DCM Rahul Tewari, Chairman PSPCL K.D. Chaudhuri and others were also present.
