Ludhiana, December 4, 2013: The district unit of the Communist Party of India has through a letter to the Deputy Commissioner Ludhiana has demanded that the procedure for submission of the forms for Atta Daal scheme be streamlined so as to stop harassment to the people.
Those going there to submit forms are asked to affix photos and get the forms attested by the councilor or the notary. This is against the laid down procedure on the form. Poor people have to leave their work and daily earnings but without any result. Party leaders Ramesh Rattan, City secretary, DP Maur, and Dr Arun Mitra – Assistant Secretaries of the district unit through a letter to the DC through e mail have demanded that the laid down procedure should be publicised the media and a flex board be fixed outside the suvidha center giving details of the procedure.
Here’s the text of letter: “We hereby bring to your kind notice harassment faced by the poor people going to the Suvidha Kender to submit their forms for Atta Daal scheme. The forms clearly mention that the person has to give only self declaration. But the employees at the Suvidha Centres send the people back asking them to affix photo and then get it attested by the councilor or the notary. This is totally contrary to what is mentioned in the form. It is causing harassment to the people who have to visit the Suvidha Centre time and again leaving their work and daily earnings. Com Gurnam Singh Sidhu – Asstt. Secretary City Unit of the CPI when visited such centre to submit the forms had to face the similar ire. When he argued with employees they told him that they are working as per the instructions of their superiors. We request you to kindly personally look into the matter and ensure that the procedure is streamlined as per the instructions on the forms and only the self declaration should be made acceptable without the requirement of any attestation so that the poor people are benefitted by the scheme without any harassment. The steps taken should also be publicized through media for information of the general public; also a Flex board be fixed up outside Suvidha Centre giving details of procedure.
