ISB National Conclave highlights the need to accelerate reforms through policy implementation

Mohali, December 3, 2015: The 2nd edition of the ISB National Conclave organised by the Indian School of Business(ISB) on the theme, “Driving India's Growth Momentum - Capacity Building in Public Policy, Healthcare, Manufacturing and Infrastructure” got underway here today with participants stressing on the need for improving capacity to implement policy rather than just developing policy along.
This is all the more important for developing capacity in areas like primary education, primary health etc. by building the right institutions for implementation with the government’s role being limited to more of assessment of the progress in implementation in a transparent manner.
Leading members of the government, industry and academia came together to identify these and other issues to discuss the need for capacity building in each of these sectors.
Pradeep Singh, CEO Mohali campus and Deputy Dean, ISB welcomed the audience and said. “The National Conclave is a platform to showcase the progress of the education and research activities at the four institutes at ISB. I am happy to share that all the four institutes have launched flagship programmes in their respective sectors which have gained wide acceptance from the industry and government.”
Ajit Rangnekar, Dean, ISB opened the discussion by saying, “ISB has always and will continue to partner with corporates and the government to enable India to take its rightful place in the community of nations.” He further added “B-schools can make a larger impact by devising solutions for ‘real’ issues by bringing their knowledge and competencies to benefit society. “
Professor Rajendra Srivastava, Dean Designate ISB also participated in the Conclave. Sharing his thoughts on the future of management education, he alluded to the three principles of balance that B- schools should embrace – balance of thought leadership from the west with that of the east, balance between theory and research and a multi- disciplinary approach to making an impact on society.”
Naushad Forbes, Director, Forbes Marshall and President Designate, CII was the keynote speaker for the first panel which discussed the issue of capacity building in policy implementation. “India should focus on building capacity for “policy implementation” and not just “policy building”, he urged. He further elaborated that efforts should be concentrated on fewer, bigger and better implementation areas. Setting up or reforming the structure of institutions should be driven after which the institutions should be left independently to make it happen, he stressed.
The panelists felt that focus on public policy delivery and implementation is most important and policy-makers should focus on these by empowering people to achieve them. Implementation deficiencies should be identified and a plan to build capacities to get consensus among and coordination and cooperation from all stakeholders is necessary.
The discussion, moderated by Professor Prajapati Trivedi, Senior Fellow, Bharti Institute of Public Policy at the ISB and former Secretary to the Government of India, saw the likes of Prof. Bhaskar Chakravorti, Senior Associate Dean, The Fletcher School, Tufts University, Ashish Khetan, Vice Chairman, Delhi Dialogue Commission, Spokesperson for Aam Aadmi Party, Vikram Singh Mehta, Chairman, Brookings India and former Chairman of the Shell Group of Companies in India, Sudhanshu Mittal, Bharatiya Janata Party share their views on the direction that capacity building public policy should take.
The National Conclave will further drive the discussion on other integral sectors such as healthcare, manufacturing and infrastructure. The aim being to guide the government in devising enabling policies to catalyse the country’s growth momentum, an impressive list of minds will also debate on the following topics:
• Primary Care at the Pivot Point Imitating Health System Transformation
• Capacity Building in MSMEs by Fostering an Innovation Ecosystem
• Capacity Building for Smart Cities
The ISB National Conclave is the flagship event of the four institutes at the ISB – Bharti Institute for Public Policy, Max Institute of Healthcare Management, Munjal Institute of Global Manufacturing and the Punj Lloyd Institute of Infrastructure Management. The Conclave is supported and endorsed by the four Founder Supporters of the ISB’s Mohali campus - Rakesh Bharti Mittal, Vice-Chairman of Bharti Enterprises, Analjit Singh, Founder and Non-Executive Chairman of Max India, Sunil Kant Munjal, Jt Managing Director, Hero MotoCorp Ltd and Atul Punj , Chairman of Punj Lloyd Group.
Last year the conclave deliberated the challenges and solutions of tackling poverty, making growth more inclusive, and evolving a sustainable model of development.
