Panipat (Haryana), August15, 2014: The Haryana Chief Minister,  Bhupinder Singh Hooda, today unfolded his vision of Haryana which would have state-of-the-art infrastructure, latest healthcare and education facilities, rapid industrialisation, maximum job opportunities for the youth, and augmented drinking water supply in villages.
Speaking after unfurling the National Flag, took salute of the armed police, home guards, NCC girl guide contingents on the occasion of Independence Day at Panipat today,  Hooda outlined his roadmap to future. He also took the salute from the armed police, home guards,NCC, girl guides and the contingent of the State police.
Hooda announced six-month remission in prison terms for such prisoners who had shown good conduct. He    said that Panipat Cooperative sugar mill would be shifted to Dahar village.
Detailing the roadmap, Hooda said that Haryana of his vision would also have rich infrastructure, including state-wide network of four-laned roads, tech-driven agriculture, shelters for the poor, and a slew of new schemes for social welfare.
 “I take pride in saying that we have achieved success in consonance with this roadmap. Today, Haryana is a front runner in any field, may it be the agriculture, power sector, irrigation, social welfare, sports, per capita investment or per capita income”,  he said.
Hooda said that with a view to promote higher education, the government aims at opening at least one government university in each district. As many as 500 skill development centres will be be opened in the state.
The government also plans toset up a 200-bed hospital in each district and provide specialised services.
More than one lakh hectares would be brought under underground pipelines to ensure optimum utilisation of water and increase production of fruits and vegetables. Poly houses and horticulture will be promoted for that Israeli technology will be adopted on a large scale.  Centres on the pattern of Centre of Excellence for Vegetables at Gharaunda and that for fruits at Mangiana would be set up in other parts of the state. To improve connectivity, inter-district roads would be four-laned, he added.
The Chief Minister said that in villages having a population of more than 10,000, water supply would be increased from 70 litres to 110 litres per capita per day. In villages having less population, the supply of water would be augmented by 70 litres per capita per day. Solid waste management plants would be set up at all
district headquarters. Social security pensions would be increased every year.
A state institute would be set up to look after and rehabilitate the disabled. Residential houses would be made on a large scale for the economically weaker sections and ex-servicemen. About 2,500 citizen service centres would be set up to provide e-services to the citizens.
Paying rich tributes to the freedom fighters and martyrs, Hooda maintained that the people of Haryana were not far behind in sacrificing their lives while protecting the unity and integrity of the country. It’s a matter of immense pride that a large number of brave soldiers of Haryana sacrificed their lives for the freedom of the country. Even today, the brave soldiers of Haryana have immense regard for the uniform of the armed forces to safeguard the borders of the country. Every tenth soldier in the armed forces hails from Haryana.
“It is a matter of pride for us that dreams of freedom fighter are being fulfilled in Haryana. During the last about nine
years, the Haryana Government has laid stress on inclusive growth. The government has implemented welfare schemes for all sections of the society, including Scheduled Castes, backward classes, farmers, working class, women, businessmen, employees and others,” he added.
Samman pension of Rs 25,000 is being given to freedom fighters and their widows. The gallantry award winners are given up to Rs 2 crore in lump sum, the highest in the country. One dependent of the martyred soldiers of Haryana who sacrificed their lives in the war of 1962 and any other war later would be given employment in Group C and D categories. The state government would pay interest on the loans taken by serving soldiers or ex-servicemen for the purchase of flats. Applications are being invited by the government.
The Chief Minister said that the present government held the reins of the administration for the first time on March 5,
2005. “At that time, we had prepared a roadmap for development of the state. Our aim was to develop Haryana in such a way that the people are healthy, educated, happy and prosperous, where the fields give maximum yield, where maximum number of industries are set up. Haryana should march ahead in all spheres of development. The benefits of development reach the common man.”
The Plan Budget of Haryana for 2014-15 is Rs 32,731 crore, more than 14 times the Plan Budget for 2004-05. With per capita income of Rs 1,35,007, Haryana ranks among the big states in terms.
The government has implemented various schemes for the welfare of farmers and development of agriculture, including the ‘Mukhya Mantri Kissan Evm Khetihar Mazdoor Jeevan Suraksha Yojana’ for the welfare of farmers and agricultural labourers, ‘Mukhya Mantri Gramin Dudharu Pashudhan Suraksha Yojana’ and OTS scheme to enable the farmers to get one-time settlement of crop loans and long-term loans taken from Cooperative Banks.
Under the scheme, 50 per cent of the total interest has been waived off. Besides, Rs 10,000 per acre is given in case of damage to crops due to natural calamities. No stamp duty is charged in case of transfer of land in the name of father and son, grand-father and grand-child, brother and sister and sister and brother, he added.
He also announced a sum of Rs five lakh for schoolchildren who participated in cultural programmes and announced a holiday on August 16 in those schools of the district, which participated in Independence Day celebrations.  Hooda also announced Rs.1 lakh to Haryana Kala Parishad for their cultural performance. The Chief Minister honoured the freedom fighters, war widows, outstanding sportsperson and officials of various departments on this occasion.
Later on, Chief Minister announced to give a grant of Rs. five lakh to Km. Jhanvi, student of Ashadeep School, Samalkha for her higher studies.  Jhanvi is a student of 10th class who has knowledge of six different languages.  
Those present on this occasion included MLAs Balbir Pal Shah and  Dharam Singh Khokhar, former Ministers O P Jain,  Prasanni Devi,  Bijender Kadian, Chairperson Zila Parishad  Jyoti Jaglan, Mayor Panipat Municipal Corporation  Bhupinder Singh, freedom fighters, officers of district administration and other dignitaries.
