Amritsar, March 17, 2015: The paper entitled “Social Sector Spending in India with Special Reference to Northern States” written by Amanpreet Kaur Research scholar and Baljit Kaur, Assistant Professor, Punjab school of Economics, Guru Nanak Dev University was adjudged as the best paper at ICSSR North- Western Regional Centre sponsored National seminar on “Contemporary Business and Economic Opportunities in North-Western Region - Issues and Challenges” held on 6th March, 2015.
In the National Seminar about 45 papers were presented by economists and scholars from all over the India. The paper highlighted that the social sector spending has declined in the four selected northern states (Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir) of India after the economic reforms. The health sector expenditure was observed to be increasing in the states of Haryana and Jammu & Kashmir, but there has been no improvement in health indicators of these states. Similarly, in case of Punjab, public expenditure on education had increased during the study period of 32 years (from 1985-86 to 2012-13), but the literacy rate has not improved in the state as compared to other states.
Such results indicate the poor utilisation of funds which calls for good governance in education sector in Punjab and health sector in Haryana and Jammu & Kashmir. / (SK Vyas, Jalandhar)
