Shimla, January 30, 2016: Chief Minister Shri Virbhadra Singh today announced sub tehsil for Bhawarna in Sulah constituency of Kangra district. He made this announcement while addressing a public meeting at Bhawarna on his second leg of winter sojourn to the Kangra district. 
Shri Virbhadra Singh paid tributes to Mahatma Gandhi on his death anniversary. He said the independence movement was spearheaded by Mahatma Gandhi and his teachings of non-violence and truth would always remain relevant to the mankind.  
He said that development had no ending and the state government was committed to make Himachal Pradesh a model hill state in terms of development.  Providing quality potable water to every house hold had remained priority of the State Government and as many as 6,949 additional habitations had been covered under rural water supply schemes during last three years. He said that Rs. 773 crore has been spent on water supply schemes and 4,887 hand pumps were installed in water scarcity areas during this period, besides bringing 10,586 hectare area under irrigation facility by spending Rs. 400 crore.
As many as 13652 houses have been constructed under ''Indira Awas Yojana'' at a cost of Rs. 8538.65 lakh and 2141 under ''Rajiv Awas Yojana”, he said, adding  that the State government was providing three Biswas in rural areas and two Biswas of land in Urban areas for the landless persons for constructing house.
The Chief Minister said the State Government opened and upgraded 994 new school, besides opening of  25 new degree colleges in rural areas of the State during last three years. The Government had also opened and upgraded more than 100 health institutions during this period and as many as 1775 posts of various categories have been created for three new medical colleges to be opened in the State.
Earlier, the Chief Minister inaugurated Science Lab of Government Senior Secondary School, Pahra completed with an outlay of Rs 63 lakh, 33 KV Sub station of HPSEBL completed with an outlay of Rs 4.02 crore which would provide uninterrupted power supply to 71 villages of 17 Panchayats of Palampur, Sulah and Jaisinghpur constituencies besides increasing power reliability and solving low voltage problem of the Khaira (Bhoura), Jalag, Maniara, Rit and surrounding areas. 
He also inaugurated the newly constructed building of GSSS Bhawarna completed with an outlay of Rs 97 lakhs and Commerce Block of Government college Naura completed with a cost of Rs 2.14 crore.
He also laid foundation stones of play ground of Man Chand Memorial GSSS at Sullah to cost Rs 20 lakh, stadium of Government Degree college at Noura to cost Rs 25 lakh, science block of GSSS Noura to cost Rs 1.29 crore and performed Bhoomi Pujan of road from Kural to Marhoon to be constructed at a cost of Rs 2.44 crore.
Shri Virbhadra Singh directed the deputy commissioner to explore possibilities for construction of play ground and community centre at Bhoura. He also announced a tube-well with overhead tank at Jugeher besides construction of three additional rooms for the Panchayat.
Chief Parliamentary Secretary Shri Jagjivan Pal, MLAs Shri Sanjay Rattan and  Shri Yadvinder Goma, Advisor Information Technology, Shri Gokul Butail, Block Congress President, Shri Arun Rana, Pradhan Gram Panchayat Bhawarana, Ms. Reena Devi, Deputy Commissioner, Shri Ritesh Chauhan, Director Higher Education Shri Dinkar Burathoki were also present on the occasion.
