Chandigarh, May 27, 2015: Haryana government has sought public opinion and suggestions about its new Industrial Policy so as to implement the most pro-active and progressive policy.

While disclosing this here today, Haryana Industries Minister, Capt. Abhimanyu said that the draft of the  new Industrial Policy has been uploaded on the website of the Industries Department (www.haryanaindustries.gov.in). He was  launching on-line registration and regulation of societies, registration of boilers and renewal and filing of annual return by MSMEs here today.

He said that the draft Industrial Policy has been uploaded yesterday with the approval of Chief Minister, Mr Manohar Lal and it would remain as such on the website for a week to seek suggestions, if any, of the stakeholders. The new Industrial Policy would be formally launched after about two weeks, he added.

While describing the new Industrial Policy as the most progressive policy in the country, Capt. Abhimanyu said that it was being tested on well-defined parameters and the government was trying to improve confidence of the investors in such a policy.

In reply to a question of mediamen, who were present on the occasion, the Minister said that the new policy aimed at identifying industrially backward blocks where industrial units could be set up. It would also lay emphasis on skill development as per the changing scenario. As many as 17 departments of the state government are working in skill development in a mission mode.

While referring to the online services launched today, he said that the workflow of all the  services would be visible online. The initiative has been taken to maintain transparency and accountability in the larger interest of about two lakh stakeholders, who would be benefitted with these services. These initiatives are a part of the silent revolution taking place in the state where the government is working with the motto from red tape to red carpet. He said that the government led by Mr Manohar Lal is taking steps to eliminate corruption and enhance efficiency.

While referring to the launch of the facility of registration of societies, he said that there were about 94,000 societies and their details  had been made online. Under the Haryana Registration and Regulation Act 2012, various approvals such as name of the society, registration, permission for change of name, change of registered office and approval of scheme of collegiums  have to be obtained and a registered society is required to file six mandatory annual returns with the concerned District Registrar. At present the applications have to go through the tedious process of manual registration of the societies in respective districts where they propose to set up their societies. The department has also digitized data of all existing societies and the online service will also facilitate such existing registered societies. This facility would also reduce the disputes regarding the membership and valid office bearers of the governing body of the society to a great extent.

Also, there were about 2,200 industries having boilers. Under the Boiler Act 1923, boiler owners are required registration / approval of renewal of registration, permission for repair and alteration for safe operation of the boiler. Under the manual system, the industrial unit has to face inconvenience for getting registration of boilers. Online service of boilers will make the process easy. Industrial units would be at liberty to get the boiler inspected either by the CIB, Haryana or third party.

Under the Micro Small and Medium Enterprises Development Act 2006, the entrepreneurs are required to file Entrepreneurs Memorandum containing information regarding post establishment and till setting up of industrial units. The government has introduced this system of annual returns by MSMEs  to obviate submission of such returns manually. It will facilitate the government to plan strategies and focus on MSME sector with greater efficiency. / (SK Vyas, Jalandhar)
