New Delhi/Jalandhar, September 4, 2013: Haryana Chief Minister, Bhupinder Singh Hooda has said that Haryana has carved out its own place not only in the country, but in the world. 

Hooda asserted this while inaugurating the Assocham Summit on Haryana-Kal, Aaj aur Kal in New Delhi today.  At the time of its inception in 1966, apprehensions were raised about the economic viability of Haryana. But due to the hard work put in by the people of Haryana and the foresighted policies of the State Government, Haryana today is one of the leading States of the country and home to many national and international companies.

Hooda said that with just 1.3 per cent of the area and less than 2 per cent of the population of the country, Haryana today is number one in many fields. But we are not resting on our achievements and continue to strive to meet newer challenges. Keeping in view the pressure on land use, we have notified the development plans of about 59 towns. Inspite of being an industrialised economy, Haryana continues to maintain its leadership in the agriculture sector. The State has achieved high levels of productivity in production of wheat, cotton, mustard etc. and is the second largest contributor of foodgrains to the central pool. Attention is being paid to diversification of crops and optimal use of water. State Government is laying focus on the development of the storage infrastructure like silos, warehouses, cold storages etc. to save large quantities agriculture and horticulture crops from going waste. Food processing industry is being encouraged by way of incentives.

Hooda said that about 45 per cent of the State falls in the NCR. Rapid urbanization has put a lot of pressure on urban infrastructure. We intend to strengthen the urban civic infrastructure and services by using the private sector efficiencies in service delivery. Connectivity is being strengthened.  After bringing Metro to Gurgaon, its extensions to Faridabad and Bahadurgarh are under way. MRTS Project between Gurgaon-Manesar-Bawal is planned. RRTS Projects Gurgaon-Rewari-Alwar and Delhi-Sonipat-Panipat have been approved. New railway projects Rewari-Rohtak, Rohtak-Hansi and Sonipat-Gohana-Jind have been completed. KMP Expressway, when completed, will felicitate seamless connectivity of Haryana.  Under the Affordable Housing Policy, the State Government has planned to construct two lakh houses in rural areas and 1.5 lakh dwelling units in urban areas.

Hooda said that from being a power deficit state, Haryana has emerged as a power surplus state in last 8 years. State’s total available installed capacity from all sources is nearly 10,000 MW today, as compared to about 4000 MW in 2005. Delhi Mumbai Industrial Corridor is going to increase huge development potential in Haryana. He said that HSSIDC is providing developed land to the industry. It has successfully developed IMTs at Rohtak and Faridabad and other industrial estates with world class infrastructure. Land for IMTs at Rozka-Meo and Kharkhoda has been acquired. Development of large IMT has been planned near Gohana, where a Rail Coach Factory is also to come up.

Hooda said that the growth of manufacturing sector is essential to create employment opportunities.  The MSMEs are being encouraged in the state. 29 clusters have been identified in various sectors, where common facility centres will be developed for

Hooda said that Haryana is emerging as an education hub. Rajiv Gandhi Education City, a number of universities and professional institutions have come up in the State. Due focus is being given to the quality of education, so that our students can compete at national and international levels.  Healthcare systems are being strengthened. An all women Medical College has been open at Khanpur in Sonipat. Two Medical Colleges are coming up Mewat and Karnal. Extension of AIIMS has been opened in Jhajjar district.  Under the sports policy, sports infrastructure is being developed in the State. Promotion of sportspersons has resulted in Haryana players winning medals in international sports events. Under Tourism development, religious tourism is also being encouraged.A Tirupati Temple and ISKCON temple are coming up Kurukshetra.

Hooda said that for ensuring transparency and efficiency in governance, delivery of citizen services in electronic mode is essential. IT department of the state has planned to establish about 2500 Common Service Centres in the State during next three years.

Hooda said that the inspite of economic slowdown. Government and industry in the state are committed to bring the economy back to the higher growth path. He also mentioned that to provide support to the industry, the state government had decided to allow to general extension of one year for allottees of industrial plots in the industrial estates and for two years in the IT parks at IMT Manesar, Panchkula and Rai, for completion of their projects.  Hooda also referred to the proposal put up by ASSOCHAM for raising FRA and said that the government will examine the proposal.

Later Chief Minister, Hooda and Haryana Industries Minister,  Randeep Surjewala also replied to questions.

Earlier, welcoming the Chief Minister,  Hooda to the Summit, the President of ASSOCHAAM, Rana Kapoor said that Haryana has many firsts to its credit. The per capita income, per capita investment, per capita planned budget and record of resource  mobilisation, besides highest productivity in wheat and commendable progress in various other fields, has been the result of dynamic leadership of  Hooda. The State is in the forefront of fiscal reforms. It is also emerging as electronic manufacturing state. Gurgaon has already acquired the status of an international city. Kapoor suggested that alongwith excellence in agriculture, the State should also excel in agro-processing and also strengthen the export sector. We want that Haryana should be emulated not only in the NCR, but in the whole country, he said.

On this occasion,  Hooda also released a Study Report prepared by ASSOCHAM about Haryana.

Senior Vice President of ASSOCHAM, Sunil Kanoria, Summit convener P.K. Jain and Karan Chanana also spoke on this occasion.

Principal Secretary, Industry Department Y.S.Malik gave the presentation about the progress of Haryana and its growth potential. Giving details  Malik said that our primary sector still remains agriculture.  In fiscal management, Haryana is one of the best in the country with just 1.3 per cent in area and about 2 per cent in population, Haryana is contributing 3.4 per cent in national GDP.
