Ludhiana, December 17, 2016: Committee for Security of Senior Citizens and Legal Matters of Federation of Senior Citizens’ Associations Punjab (FEDSEN Punjab) met here today under the Chairmanship of Sh. D R Bhatti, IPS (Retd.), Former Director General of Police, Punjab, to review implementation in Punjab of The Maintenance and Welfare of Parents and Senior Citizens’ Act, 2007 and Action Plan for Security of Life and Property of Senior Citizens notified by Punjab Government in year 2014. The meeting was attended by Sh. S P Karkara, IAS (Retd.), President FEDSEN, Er Balbir Singh, Senior Vice President FEDSEN, Er R S Behal, Secretary General FEDSEN, Ms. Neelam Batra, Assistant Professor of Law, Punjab University Regional Centre, Ludhiana, Sh. Prem Chand Bakshi, Advocate, President, Senior Citizens’ Welfare Council, Khanna, Shri Jagdish Kohli, Advocate, President Senior Citizens’ Welfare Association, Sangrur and Capt. (Retd.) Harpal Singh, President of Senior Citizens’ Council, Chamkaur Sahib, District Ropar.
The Committee expressed concern over delay in disposal of cases under Action Plan for restoration of possession of property to senior citizens from which they have been dispossessed by their children etc. and for award of Maintenance to parents under The Maintenance Act. Emphasizing that time bound disposal of these cases as provided in the Action Plan and the 2007 Act respectively is absolutely necessary to provide succour to suffering senior citizens, the Committee decided to approach District Magistrates and Sub Divisional Magistrates directly and through its member Associations in districts for expeditious disposal of these cases and also bring this matter to the notice of the State Government. The Committee also decided to take up with Punjab Govt. for immediate formation of District Committees for review of implementation of 2007 Act in districts in which these have not been formed even three years after issue of notification to this effect in year 2013 and for ensuring holding of regular quarterly meetings of these Committees in all the districts. It was also decided that representatives of member Associations will also meet Police Nodal Officers for Senior Citizens in their respective districts for full implementation of the part of the Action Plan of 2014 relating to action to be taken by Police for protection of life and property of senior citizens.
Ms. Neelam Batra, who is expert in The Maintenance Act, undertook to study important decisions of Supreme Court and High Courts relating to this Act and prepare a list of Actionable Points for guidance of senior citizens.
Committee decided to meet again after two months to review the position.
