Shimla, March 8, 2016: Chairman, 20-Point Programme, Shri Ram Lal Thakur, Chairman, State Finance Commission Shri Kuldeep Kumar and Deputy Chairman, State Planning Board Shri Gangu Ram Musafir, have termed the budget presented by Chief Minister Shri Virbhadra Singh as development oriented, pro farmer and beneficial for all sections of the society including employees, youth, senior citizens and vulnerable sections.
They said that numerous incentives had been proposed for boosting agriculture and horticulture sectors and added that farmers and horticulturists would be benefitted by the announcements in a big way with schemes like Mukhya Mantri Khet Sarakshan Yojna, Uttam Chara Utpadan Yojna, Rajiv Gandhi Micro Irrigation Scheme and implementation of H.P. Horticulture Development Project. They said that the proposals in the budget addressed the problems of farmers regarding wild and stray animals and provision had been made for providing subsidy for fencing the crops. They said that four lakh smart cards would be issued to farmers besides 50 percent subsidy on small bore-wells for irrigation.
They further said that efforts had been made for strengthening Panchayati Raj Institutions and added that honorarium of PRIs representatives had been enhanced, provision had also been made for developmental funds for members of Zila Parishads and Panchayat Samitis. They also lauded the introduction of new scheme ‘Panchayat Pashudhan Purskar Yojna to award those panchayats where owners do not abandon their cattle besides Panchayat Balika Gaurav Puruskar.
Shri Thakur, Shri Kumar and Shri Musafir said that measures like enhancement of daily wages, marriage grant under mukhya mantri kanyadan yojna, social security pension, disability and old age pension, and new scheme of monthly pension for young widows with less than 45 years of age with children had been enhanced would go a long way in providing succour to vulnerable sections of the society. They said that 10,000 houses would be constructed under Mukhya Mantri Awas Yojna for the poor.
They said that announcements had been made for the welfare of employees including increase in honorarium of Gram Vidya Upasaks, Life Insurance Cover for Safai Karamcharis, 6 percent dearness allowance and dearness relief to employees and pensioner, enhancement of emoluments of contract employees by 50 percent of Grade Pay, regularization of contract employees completing five years and dailywagers completing seven years of services on 31st March and 30th September, 2016.
Shri Thakur, Shri Kumar and Shri Musafir thanked Shri Virbhadra Singh for safeguarding the interests of every section of the society which had been reflected in the budget proposals.
