CABINET OKAYS RESTORATION OF 14% & 20% RESERVATION FOR VARIOUS SC GROUP EMPLOYEES FOR PROMOTION

Chandigarh, July 30, 2018: The Punjab Cabinet on Monday okayed the restoration of 14% reservation to SC employees in Group-A and Group-B, and 20% in Group-C and Group-D, services for filling up the vacancies by promotion. This data is based upon fresh exercise conducted by the government based upon the Supreme Court ruling in Nagraj case.
Disclosing this here today, an official spokesperson said that the Cabinet gave its nod to the proposal mooted by the Social Justice, Empowerment and Minorities Department, and authorized the Chief Minister to approve the final draft of the ordinance in this regard. The reservation would also be applicable to proforma promotion and appointment by transfer to the SC employees.
Pertinently, the Punjab and Haryana High Court, in its judgment dated 20.02.2018 CWP No.16039 of 2014 titled Aman Kumar Vs State of Punjab and others, had struck down the Section 4(3), 4(4) and 4(8) of "The Scheduled Castes and Backward Classes (Reservation in Services) Act, 2006".
According to the spokesperson, the earlier Act was based upon incorrect data, which now had been corrected after collecting it from all the departments, PSUs, etc. After the analysis of the data, this reservation has been proposed, the spokesperson added.
In another decision, the Cabinet also accorded approval for revival of eight posts of different cadres in the Punjab Public Service Commission to ensure its effective functioning, besides smooth conduct of future examinations within the stipulated time-frame. The revived posts included six clerks, one network engineer and one legal assistant.
